An RFP (Request for Posposals) was issued in late 2001 by the City for disposal of the property, and the RFP asked for proposals by developers. An entity headed by Mr. Paul Singleton was apparently chosen for further development.

This entity presented their proposal to redevelop the property into 14 condominiums to the Planning Board on Thursday, Janaury 3, 2002. Various persons spoke at the hearing and were critical of the number of units, the new wooden addition above the brick portion, the "awkward" plan for the parking lot at the rear, the entrance at the rear of the parking lot, and the lack of public access and public use at the first floor level.
